Your tank is limited to a certain amount of fuel, so you need to destroy enough aircrafts to advance to the next level before your fuel runs out. To upgrade the amount of aircrafts you see, and thus increasing your chances of killing enough aircrafts to advance to the next level, you use your experience points to level up the prevalence of certain aircrafts.
